in commemoration of the tragedy in Japan, all flags will fly at half-mast in North-Rhine-Westphalia and there will be a minute's silence at 9:30 AM at the state government in Dusseldorf.

I suggest that we meet at the front entrance at precisely that time, just as a sign of our deepest sympathy with the Japanese people.
