I propose a new theory on skills learning based on the idea that the development of automatisms is not an archaism but rather an advantage evolutionarily linked to the development of a specialized dorsal pallium (the structure we call the cortex in mammals) that has evolved in parallel in different vertebrate lineages. Based on examples from the literature and my own work, I support my demonstration on a minimal computational model by which this hypothesis could be explicitly tested. This approach makes it possible, among other things, to resolve a number of paradoxes and proposes new pathophysiological pathways for decision disorders.
